He certainly makes detailed plans, it is just the financing that is the problem. And that projects ujsually gets more expensive than planned.

That projects gets more expensive than planned is very common elsewhere too. But Solomon has no margin of safety so when the projects gets more expensive SIAF collapses. No robustness.
