Simply put, PIOE is NOT "traded" imho.

Let me re-phrase. Very rarely is PIOE traded. When someone wants to sell, they sell at the bid. And when someone wants to buy, they buy at the ask. I think this description fits >90% of the trades report for this stock. -jmo
