Generally brokers don't like to sell stocks short that are under $1. Given the limited downside there's not much left to be made per share on such a short position, so to make any significant money you'd have to short a large number of shares. If there's even a small chance of some news popping the stock up, that can translate into large losses. There are generally better ways to make money.
