I believe king oil's suggestion of two parts to the approval is correct. If you read your referenced Dec 21 article closely, after announcing the approval it then says:
"...treatment of patients in Poland is now subject only to confirmation by the Polish National Office that all necessary forms have been properly filed."
Then, in the March 31 article you referenced we find again:
"We are also awaiting authorization to proceed with our Annamycin clinical trial in Poland, which, if approved by the Polish National Office, would.."

There's that Polish National Office approval again.

You wouldn't have thought it to take that long to confirm that "all necessary forms have been properly filed", nor did MBRX think so apparently, as they had expected "the first patient to be enrolled in first quarter 2018" per the Dec 21 article. But indeed it has taken this long.

Must be like a submission to our own FDA for a drug trial; can take months, right?
