I believe it because of the extension given to shareholders to excercise warrants. I don't think that would've occurred without thinking they were getting close to having them shares registered. Plus they switched lawyers to get the job done. Their last lawyer was not exactly liked by the SEC. This is cleaned up now and will happen fairly soon IMO.
