I don't know. A little imagination is helpful.

Reading the article my imagination thinks it means President Kenyatta is symbolically waving a starters flag at a starting line that starts the race. Probably not actually going out to the site and have the trucks drive past him but through this meeting he is indicating that the Early Oil Pilot Scheme project is OK to start, no further government pauses. Of course they still have to fix and upgrade the road/bridges.
