Regarding whether it's a desirable place to live, Tehachapi is at the top of the mountain pass from Bakersfield and is less than 30 minutes away. So, if you don't like the desert, you can choose a woodsy mountain town, or commute from Lancaster, which is only 42 minutes away and has all the comforts of a fairly large city with a population of 101,103 and growing with a much larger labor and housing pool. For that matter you can commute from the suburbs of Bakersfield in about an hour, which most Californians would still consider reasonable.
