I don't think you understand how these programs work. First of all, this deals with last chance drugs, which deal with a end of life condition.

Secondly, the drug company has to donate the drug FREE to the patient after a exhaustive process of seeing if the patient is truly in need of this product.

And more importantly from the Company side, if a patient could call whatever company and get an their experimental product, why would he ever consider enrolling in a clinical trial?

So to sum it up, you give your product away for free. You have to administrate the patients and your trials take much longer.
