DO SHARES THAT WERE ACQUIRED BY AN INSIDER THAT ARE SOLD NOW WHEN THAT INDIVIDUAL IS NO LONGER AN INSIDER (E.G. GENE SEYMOUR) HAVE TO BE REPORTED AS AN INSIDER SALE?

Does anyone know? Why would two different SEC-savvy lawyers give contradictory answers? One says they must be reported if acquired as an insider, another says it depends on the time of the sale relative to when the person was no longer an insider.
