Yes, a CEO that strings people along with nothing more than hype on social media and absolutely NOTHING in the form of official filings, financial filings, etc, can absolutely be blamed. That person is single-handedly leading everyone to the wolves. If all these great things are happening, why hasn't he made any official filings to announce them? My guess is because they're not actually happening. A well-run company gets to market with a PR as fast as they can when something of significance happens.

These OTC CEO's would lead you to believe they need to keep things "secret". That's code word for "there's really nothing happening". When something significant happens with large, well-run companies, do you see big companies keeping it all a secret and going months/years without updating the general public via press releases and filiings? No!
