I had a similar thought. Automation and controls always runs the last relay leg of any project. The fact they have a contract (albeit probably contingent on financing) in place with Rockwell Automation, tells me things are more than likely ready to break loose in a big way.

I have worked with Rockwell Automation/Allen Bradley on and off for 37 years, and it is very unusual for them to enter into an agreement on a construction project that does not have funding and at least a detailed specification document.
