Holy Cow, that guy really broke the rules. So I'm here as well?

I reported Jimbishops 60 TOS violations on SLJB in a 36 hr period and he did not get banned from from SLJB nor did he get put in JAIL, Why not? Are the rules the same for everyone?

How is this fair? If anything I should be banned from ATWT and thats it, Get Fair or don't have any rules!
