I know plenty of people that moved to ND. And they hate it but they moved for the high paying jobs. There are a ton of jobs in ND. In Fort Stockton it is just MMEX. Your right people would move there if they get paid enough. Again they can steal some employees from the midland Odessa area. The problem is they won’t stay there forever. Hell most of the people in midland/ Odessa want out as fast as they can get away. Same thing in ND. As soon as they can move out they will. But ND is different situation a lot different. They are booming even compared to the Permian right now. So people may not be a huge issue in Fort Stockton.

The problem is the infrastructure where are you going to put enough people just to build a refinery? Man camps? I’m sure they will love showering with other naked men everyday.
