It could be as simple as they are locked out of the OTC account due to change in ownership of the company, I have seen this happen to another company that went through an ownership change. The OTC can be a pain in the ass sometimes about proving who actually owns the company and providing evidence that you are who you say you are.

That could explain why they didn't file the attorney letter and why a PR didn't even get out. Per someones post yesterday they stated the comment from IR was that they would update shareholders when they could, that may indicate they are unable to at the moment due to issues with OTC markets
