Based on what facts it will be pushed out longer?

“Supporters were seeking to attach the measures to the large-scale Farm Bill, which sets food and agriculture policy for the country, but the House Rules Committee on Wednesday decided that the proposals cannot be considered on the floor.”

They were trying to get this hemp bill added to the bigger hemp Farming bil, but it was vetoed.

That has no correlation to McConnell’s bill. Again skip down to the last paragraph where they basically say they are in the process of an agreement which is almost had with McConnell’s bill.
