Anyone who owns 10% or more of the OS is considered an affiliate or insider. As such they are subject to the 1% threshold volume limit rule under Rule 144 which limits their ability to sell to 1% of the OS in any 3 month period.

Thus getting below that 10% could open up the ability to sell more sooner.
