Yes, shorting OTC stocks is possible through off-shore brokers, but the margin requirements and daily fees make it impractical for retail investors, especially for a single digit stock. Risk/reward/cost calculation will tell you, nobody is shorting ELTP.

Btw, a marketmaker is part of a registered broker/dealer and LPC is not a broker rofl
