The article you cite was written prior to the Troxyca AdComm, based on the FDA Briefing Document for the AdComm. The FDA advisors did vote against the oral abuse label, but when Troxyca received approval from FDA a few months later it was with all 3 ADF labels: IV, snorting, and oral abuse by chewing. So, this article is not the reason Troxyca never went to market.
