If no one caught it..

The pr states to enter into an agreement...

There is no 8k SEC filing of a entry into a material event...

The pr states

will be entering into an agreement to deploy one Security Control and Observation Tower..as a test, blah blah blah...

It's not definite and it is worded so that when it does not bear fruit like the hundreds of radbots that were supposed to be deployed, then omvs/rad will be in the clear for misleading investors..

Rad has not finalized, nor does it have a contract for a deployment yet, or that it will have one anytime soon..

Pre R/S hype for the flock of sheep..
Wait until the OS gets restated before R/S, then the sheep will be slaughtered..

An SEC filing would have been a legitimate acknowledgement of an agreement not a carefully worded pr to imply that it may happen..
