There may be some regulatory reasons involved. But, if for nothing else, that would give people a false sense of something big coming and people start buying up shares like crazy. If nothing happens, boards start trashing him and the company. People lose interest.

He’s smart to do it a bit at a time. Shows his continued confidence.
