Because he expects them to be of value if and when they can get these projects moving.

That's an assumption. Which has no sound basis, given that the project has been stalled for so long now.

I think there's a better explanation.

You can lead a horse to water. But you can't make him get down on one knee and do an Al Jolson impression!
