Are there any similarities between Westernego and Worlds wrt to RPI facts, circumstances and evidences, and PTAB's conduct?

On page 8 of the opinion by WALLACH, CHEN, and HUGHES there is this quote (with my emphasis on de Novo)

We review the Board’s legal conclusions de novo but review for substantial evidence any underlying factual determinations.



What does this mean?

We all should take a deeper look at this decision and see if it can give us any hint on the up coming CAFC decision on Worlds appeal?
