They are focusing on the area that it is going to be the easiest and most cost effective to break into. They have no competition in childrens programming on the internet at all.
Major studios are going to take more time, having more legalities to deal with and cost more money. No one is buckling.
It is a strategy and a solid one at that IMO. Maybe it isn't as glamorous as you'd like but it definately has great growth potential. Look at how well something like v-smile is doing.
