Yes. MMs can definitely decide how far the price can be pushed but they may fail sometimes with huge Buying
/Selling pressure. OTC stock going to be CURRENT is HUGE thing and today's 10K might lead to huge speculation about HUGE changes in HCTI and MMs will definitely take advantage of this to push the price high. As we know, it is a great thing to see 2016 10K as the first step. Please check SP$CL history and it was pushed all the way to 2 cents by MMs with huge O/S.
