MMEX won't require water wells, a septic system, or effluent treatment - share-selling schemes do not require any of this infrastructure.

MMEX is a shell company, with no business operations, no employees, no assets, and the Pecos County site is only a prop that supports the share-selling scheme, deceiving unsophisticated retail investors.

All this talk of infrastructure is quite silly, and unrelated to MMEX's activities - share-selling schemes have no need of any infrastructure.

MMEX's sole "business" revolves around toxic, floor-less convertible debt - created from thin air, turned into relatively small amounts of cash, which goes to Mad J., followed by the washing in of converted shares, which in turn are "loaded" by clueless retail investors.

Well to be honest I have no sector knowledge but I knew that the MMEX refinery employees weren't going to drive 24 miles to use the bathroom..
