My summary is that this congressman that was quoted is clueless and just making assumptions to appease the voters on why it's a good deal as of yet for the philipines to be making the contract with China/cnooc.
Those expenses is what normally dilutes shares in a company drilling it, so don't get your hopes up too too high as this is way too good to be true and coming from a nameless ph congressman who isn't in the talks.
6 years ago the expenses were going to be 3-5 billion. When the hell did they go up to 7 bill? Are they talking pesos or what?
