I'm sorry but I just can't believe that article to be correct. Unless I hear it from the president Xi's mouth himself or see it on paper/contract , it would be hard to believe that China which once claimed it all for herself is so willing to for over the "entire" expense just for 40%. God I wish this was true, but how they can keep pxp and sc72 owners in the loop , and still make this deal is beyond me. China wanted to give the service contract in its entirety to cnooc when claiming it was 100% theirs. Let's hope duterte doesn't decide to do something nuts like invalidate our service contract and give it to cnooc and china for that expense free 60% this (most likely clueless) congressman is quoted saying.
My summary is that this congressman that was quoted is clueless and just making assumptions to appease the voters on why it's a good deal as of yet for the philipines to be making the contract with China/cnooc.
Those expenses is what normally dilutes shares in a company drilling it, so don't get your hopes up too too high as this is way too good to be true and coming from a nameless ph congressman who isn't in the talks.
6 years ago the expenses were going to be 3-5 billion. When the hell did they go up to 7 bill? Are they talking pesos or what?
