If there is a NSS position greater than 1/2 of a percent for 13 consecutive days, they end up on this list: http://otce.finra.org/RegSHO

We haven't been on that list once since I began buying which was February. Either they haven't shorted much or they've managed to cover before they end up on the threshold list. Yes, Knight was caught abusing NSS several years ago, but they were caught, and there is no reason to believe that the abuses continue to be rampant. Many other stocks end up on the Threshold list, so NSS does get flagged.
