The USPTO provides resources to help people understand their processes. One can even call them and ask questions!
The truth is that publishing of a patent means prior concerns were resolved through communication. We don't have access to the Private Pair system. That is where the inventors communicate directly with the USPTO.

You seem to think this is a grand accomplishment - but the facts are OWCP doesn't own any patents.
