If you compare the Shenwan farm ("fish pond") with AF1, AF2, AF4 etc. then it's a match. $17M should be close.

The farm you are referring to has one central filtration system. Slow recirculation.

What SIAF does is, put all that stuff in every tank. Resulting in fast recirculation, clean water, no disease, and high stocking density. Not every RAS farm is the same.

In fact, when you look at the new experimental farm SIAF is building at AF1, it is 4x bigger (100,000sqm) for the same price ($32M). This one, presumably also has one central system (resulting in lower cost), connected tanks etc.
