I'm on IB. Extremely rare not to find shares to borrow. Just about every broker charges a borrowing fee these days. Just before I left Scottrade, they announced they were implementing one.

I usually pay about 8.5% borrowing fee. It's not bad though since it's calculated the same way margin interest is figured up. Ends up being about $1.18 per day for a $5k short..I usually shoot for 5-10% profit in those short sales over 1 week, so the fee is next to nothing
