Nah, things do not really work this way, in my experience. If the approval is a foregone conclusion and the timeline is well know, then that's one thing that investors will price in.

But if they were not anticipating approval, then it's a very different story. Check out AVEO. The notion that there's a dark cabal of insiders moving the share price based on upcoming news is bupkis. Or at the very least it's unverified and not well founded by evidence.
