I don't think they will RS anytime soon, but it definitely will happen. They will probably increase the AS very soon so they can sell some shares.
Although, everybody involved with VPER may be making good money at their other jobs for VPER's partners, so VPER may not need much to keep operating the way it has. Of course, if there is actually going to be anything to do with blockchain, that will require a bunch of money and they need to pay the owners of GSI $10 million within the next 3 years or so. That will also require money.
