I don't know what everyone is upset about...he still has 3 hours to meet his own unnecessary and self-imposed deadline. Actually 4 hours if he meant his local central time zone. Plus, don't forget, there are other times zones. He didn't really say which one. Maybe he was referring to a time zone that only occurs at some point in the future, like tomorrow or beyond, making the release only seem to be late to us here in the conventional time zones. Perhaps he is monitoring oil futures, in order to time the release to allow for the least amount of time for investors to consider it before market opens. Maybe he's just waiting for us all to go to bed (don't forget to put out milk and cookies!). It may be better if we just stop posting.
