Obviously, Cellucci is a Persona Non Grata within the Government - all of the "friends" in the Government can't help Cellucci secure a conventional loan.

Cellucci has yet to obtain any government contracts.

Cellucci is making deals with companies on the verge of bankruptcy (HelpComm) and OTCM bottom feeders, SNNC, LIBE, ABHI (revoked), IHSI, IDDR...

The most comical is the DarkPulse nonsense - O'Leary doesn't have any contracts - O'Leary started pumping in September 2017 about the same time Cellucci was in overdrive with a deluge of pumping press releases and 8-Ks.
