For me it's not. I know a lot of Asian tickers even with big floats, but they trade like a very low floater. I don't know how they do it, but it looks like a lof of shares never hit the tradeble float (take a look at MOZ*O for instance: 10 billion AS, 276 million float, but very thin).

The fact that they are updating NVSOS on the other hand is a sign they are getting the ducks in a row. Might hear something soon.
