Maybe they are waiting on P data? Maybe the just accepted the 23rd CDA and want to see what Company 23 has to offer?

Read my post that documented 3 years of talks with 4 competing BPs in a recent deal. It took 3 years to raise the buyout over a 100 dollars per share.
