Yes of course they could. They don't need to. That would benefit immediate rise in pps making broke shareholders happy, but that is all. Can't always get what you want when you want it. The company will be successful no matter what.

Share buyback could happen and it couldn't also. "Buyback" seems to be what some scams are leveraging right now. It's not always a good thing if the company has no real intentions except to make its "insiders" rich.
