DSGT AS is 2 billion. My understanding is that they hire BMIC or CDEL, or whoever, a negotiated rate to sell that swill. The mechanism between AS and moving them to OS for sale is one I am not privy to.

Da rules, yes, to maintain an "orderly" market through that middleperson.

AFA as that "conversation" back from February 2018 where Mr CEO said he wants to keep OS at 850 mill, well, I guess that position was........flexible.
