I don't know why everyone thinks this new dilution rule is good. If the CEO's of these pinks want dilution, which they do, then they will R/S to keep it above the .01 requirement then. I'm sure once Johnny hears about this new rule, via note holders probably, a strong R/S will take place, probably 1000 to 1.
