That was my exact theory before I heard about these new rules. But IF the incentive is to dilute, its better to dilute at a higher SP, all the more reason to expect a PR. Furthermore with the additional rules that came down the pipeline there is more incentive just to get current and raise the SP to raise any capitol they need. Insiders buy and sell their stock to make $$ too not just the penny flippers.
