I could see R/S for a company that is all up to date with some amazing revenues with the intent to dilute or a reason to go to a higher exchange (which is highly unlikely), as NOUV sits there is not 1 logical reason to think it will R/S anytime soon.

Trading .0001s even with R/S after a strong pump would still likely fall back to .0001 even with a 10/1 R/S
