Up-listing: My limited research says that the bid has to be at least above $3 for a 3 month period before it can be up-listed. Some exchanges have a minimum of $4 for a 3 month period.

The County of Santa Barbara seems to be moving very slowly with their approach to cultivation and distribution of MJ.
On April 10, the County of Santa Barbara loosened up on the MJ by- laws. Here is the results of their meeting on April 10th.

This may explain the slow move since last Friday and the jump today.
