Does not eliminate use of A/S or the dilution that may result. It is a move, as I understand it, to increase the Adjusted Risk Capital (ARC). Doing so simply makes a company rethink their use - has to warrant use above and beyond the deterrence of having more cash on hand setting 'idle'.

Primarily to deter dilution for eliminating existing debt and adds incentive for value added expenditures.
