So what happens once this rule goes into effect? Will we see less convertible debt offered to subpenny companies? What else? Someone walk me through what the ramifications really are; I'm a bit green on it.

And Steve's comment about VIVA shares in exchange for debt forgiveness... this was a good deal bc it means the noteholders won't be able to easily exchange those shares now, creating nominally more stability for the company?
