It was said approved, not "plan to apply for", so it should not be a look forward statement.
I chose to trust them about the QVT. Last year a company announced several times about one thing, and there was nothing happened a long time after the announcement. Many traders said the CEO was a liar, the company was a scam. Some traders, including me, were scared and sold at loss. Finally the company did just as they promised, and those holding and added at low price made good money.
