The KFDA Ministry of Food and Drug Safety does not allow importation of unapproved products.



Correct. However that is a certificate of safe transport, only that the item is not toxic or dangerous. Same form is for dolls, tweezers and a zillion other things to enter Korea. Not whether they certified the product itself for consumption. That is a whole different process and forms.

A shipping manifest should not be confused with product testing and certification to consume.
