$TOWTF's COO, Parra, was a partner and a co-founder of Ingeant SA; he currently co-manages the operation of Ingeant SA in Colombia and advises several companies on issues related to the development of infrastructure projects. Parra has worked at Ecopetrol with particular responsibility for the Barrancabermeja refinery and managed the operation of QMC-TELECOM in Colombia. Luis has worked throughout South America and managed the operations in the following countries Dominican Republic, Peru, Costa Rica, Panama and Colombia. He has a civil engineering degree from the National University of Colombia, as well as a degree in finance and project evaluation from the University of Antioquia.
