$GRCV ....Not sure how you say so?! Imo r/s is coming. Last PR states that they are reducing 3B AS. How they can do it without a r/s?

AS = 6,000,000,000 a/o 09/30/2017
OS = 3,892,398,303 a/o 03/28/2018

They can’t reduce the AS by 3,000,000,000 since the OS is 3,892,398,303

I would appreciate if you could please help me understand how it’s possible without a r/s?
