No. with all due respect, he said it was a setup where the two brokerages he mentioned would market it to their account holders. It is certain to generate income stream for both Ameritrade (and/or OptionExpress) and Spooz.

Now, as to it being a client app (not a web app), he was also very specific. The way it works is you download a cliont side app (probably an exe that is installed from an MSI) and this probably contains a piece of custom "server" app software to "serve" the Excel pages so the refresh is done in the "Excel server" piece and served up to your client app (or to your copy of Excel maybe). Not a real precise description of the actual architecture I'm sure but the general idea is that the client side has to serve up the custom refresh Excel pages. Whether you can use actual Excel or whether it is a custom version of "Excel" remains to be explained. Most likely it is a service that runs on 2000 or XP plus an app. Anyway, this is probably going to be private labled (OEMed) to each broker and I bet you money the OptionExpress version won't run on Ameritrade. Anyway, the trades do execute thru the application and you are connected to the broker's datafeed someway. All this is unclear mainly because it has yet to be explained but this is probably the general idea. I'm sure that this crummy explanation is a pretty bad rough draft of the actual implementation. Kinda like drawing out an idea in a brainstorming session on a cocktail napkin. But I think this is the rough outline of how it will work.
