The way i see it there are two issues. Shorting a stock causes the most fluctuation or naked shorting as they call it which is what Ms Mars was referring to. Borrowing shares and the MMs playing games should be illegal. There is also day trading which really without all the naked shorting whouldn't be an issue. Just a few people buying stock at one price and hoping to sell it at a higher price later in the day. Sometimes that works and sometimes it doesn't. I don't really see that as an issue. It's the chance they take and is a part of trading.
